In order to respond to the expectations of an enlightened public in the 2lst century, a need was felt in the State of Punjab, for an attitudinal transformation to bring about a service orientation in the police force. Community Policing experiments by individual officers were attempted in Punjab in the past, but the concept of Community Policing in the state, was reinvented and provided an institutional framework in the year 2011 by Dr. Parmod Kumar, Director IDC cum Chairman Governance Reforms Commission, Punjab. 'SAANJH' a collaborative effort of Police and Community in which Police and community collaborate to firstly, identify needs and problems of the community and then, jointly work towards finding solutions to the community problems while meeting aspirations of the community. The scope of policing has expanded from unidimensional crime fighting to a more elaborate, multidimensional role of consultative, deliberative, decentralized decision making and problem solving, involving the community.
At present 27 District, 114 Sub Division and 140 Police Station Saanjh Kendras are effectively delivering 27 police services to the public through a single window. Out of 27 services 22 services are time-lined under Right to Service Act, 2011 and all offices of Zonal IGs, Range DIGs, CP/SSsP, various Saanjh Kendras and community policing wing at Headquarters are connected through internet based Saanjh Software. Saanjh Kendras have engaged the community at large to implement the philosophy of community policing.
